Note 1 to entry: The Humanitarian Encyclopedia found no single explicit definition in the material it analysed. It describes uses that present affected people as recipients of assistance and uses that recognise them as responders and decision-makers.
Note 2 to entry: Depending on the crisis and the purpose of an assessment, the group may include displaced people, host communities or both. Do not assume that everyone affected needs the same assistance or has the same opportunity to shape the response.
Note 3 to entry: This population concept is distinct from a person affected by one humanitarian AI use. A person may belong to both groups, but neither term implies the other.
